Jeffrey brings years of experience and knowledge to Penn Services. He has extensive experience in structural welding, non-destructive and destructive testing experience, structural steel estimating, and sales and project management that includes steel, soils, concrete, fireproofing and other construction material project management, inspection and testing.

His experience began with working with general construction inspection that quickly progressed to structural steel inspections for contractors across the country. By becoming an instrument rated private pilot in 1998, Jeffrey performed steel inspection work for complex buildings on out of area jobs across the country.

Jeffery then assumed the position of Executive Vice President with a major steel fabricator that allowed him to estimate, sell, and manage a number of multi-million dollar steel projects. This has allowed Jeffrey to establish relationships with general contractors and support personnel from moderate to smaller contractors to major general contractors in the St Louis and surrounding area.

His commitment to the industry has developed his skills in Project Estimating, Project Sales and Closing, Purchasing, Field Analysis and Correction, Project and Business Accounting, Personnel Management, Strategic Partnership Building, Field Measuring and Contract Review. Jeffrey developed the AISC procedures and quality system to enable Kupferer Brothers to become an AISC Certified Fabricator and became a CWI (Certified Welding Inspector) in 1992. He has completed OSHA's 30 Hour Training, as well as receiving certifications for completing First Aid and CPR training.

Jeffrey has achieved level 2 or 3 in the areas of ultrasonic, visual, magnetic partical and penatrant testing and became a quality assurance and registered roof observer iin 1998 and 1999. He is a member of ASNT (American Society For Nondestructive Testing), and held position of secretary in his local chapter In addition, he is a member of AWS (American Welding Society) over 20 years and a Certified rescue SCUBA diver - 1996.
